Early literacy changes the course of a child’s life — and Dolly Parton’s Imagination Library is one of the most effective, lowest-cost ways to deliver it. This proposal asks Yukon’s municipalities and community partners, together with the Legislative Assembly of Yukon, to take the first step: fund enrolment for one in four children under five — about 600 kids — so each receives a free, age-appropriate book every month, at no cost to families.

This proposal calls on both the local partners who run the program today — municipalities, libraries, and community organizations — and the Legislative Assembly of Yukon to fund a first phase of Dolly Parton’s Imagination Library: enrolment for one in four children under five in Yukon — about 600 kids — so each receives a free book every month regardless of family income, with every child as the goal. Early literacy is one of the highest-return investments Yukon can make — this is the realistic first step, and we ask both local partners and the Legislative Assembly to fund it.
